The Open Polytechnic of New Zealand
Teach business management, applied management, and business ethics courses in
the business degree. Teach the “Executive Decision-Making Skills”
short course. Research about the local government sector, governance models,
research methodology, Continental philosophy (Kant, Heidegger, Cassirer), course
development projects. (0.5 appointment)

Established three unit standards in astronomy, and a web site to teach and assess

Management of the department’s contract social science research programme:

the use of referees); the integration of research into policy development. Responsible
for accounts officer, project and programme budgets. The programme was the largest
social science research fund in New Zealand. Practical experience with a wide
range of research methodologies, and project management situations.

The brief was to establish a training course for the top management to improve
their performance with the Ombudsman and the administrative division of the
High Court. Project design, project management (including the recruitment of
a team)
and the establishing of external evaluations. Project teams, drawn from Police,
health, Education, Foreign Affairs, Agriculture and Fisheries, and from companies
the Fletcher Challenge group, developed a model of decision-making and rehearsed
the course.

Managed a think tank on restructuring senior secondary school awards.

Evaluation of policy and research proposals. Management
of evaluation research. The division worked through multi-disciplinary teams.
Projects dealt with resource efficiency, funding and economics (including school
funding formulae), organisational structures and management issues in all education
sectors.

notes, Cabinet papers, briefings attendance at meetings).
Negotiation with organizations, particularly government departments, the Royal
Society of New Zealand, statutory research organizations. Liaison with Ombudsman,
Crown Law, and Parliamentary Counsel.
Specific projects included:
- chaired inter-departmental working party on policy research
- managed two science funding reviews across all government departments
- legislation for the Foundation for Research, Science and Technology
- managed a review of the Royal Society of New Zealand Act, 1965
- advice on the Technology for Business Growth Scheme
- advice on intellectual property rights.

Financial forecasts of the health benefit and provider subsidies that cost over
$1.2 billion per annum. Co-ordination of the Estimates
forecasts produced by a team of forecasters and including pharmaceuticals, the
general medical subsidy, maternity expenditure,
geriatric hospitals funding, and laboratory tests.
1997 - 2001 Partner Ecological Research Associates of New Zealand Incorporated.
ERANZ is a private research organization with 9 biological and social scientists.
Clients are private companies, government departments, local authorities, health
providers, and the Foundation for Research, Science and Technology. Services
include business development plans, management training, and policy analysis,
biological and social science research.
1998 - 2001 Elected councillor, Greater Wellington - the Regional Council
Member of the Policy and Finance Committee, Deputy chairperson, Utility Services
Committee. Extensive work on the ownership of nine companies, including the
Port of Wellington, ownership of a commuter rail business.
